1. 中化建國際招標有限責任公司（招標代理機構）受中海石油煉化有限責任公司（招標人或采購人）委托，就中海煉化惠州煉化二期項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Oil & Petrochemicals Co., Ltd. (hereinafter referred to as “Tenderee” or “the Purchaser”), intends to purchase the Goods and the relevant services required under the project of CNOOC HUIZHOU REFINING & PETROCHEMICALS PROJECT PHASE II with this Invitation for Bids (hereinafter referred to as “IFB”) by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對投標人的資質/業績要求：

Requirement for Bidder's qualification and reference:

1)要求投標人所投減振拉桿（阻尼器）產品在近十年內（2006年1月1日-2015年12月31日）應具有80萬噸/年（及以上）乙烯項目或1000萬噸/年（及以上）煉油項目的2個及以上銷售合同，單個銷售合同供貨量≥15臺，并提交相應銷售合同（含相關技術附件）和/或其他相關證明材料（如用戶證明或公開發行的信息）的復印件。投標人所提交的銷售合同和/或其他證明材料至少須包含項目名稱和規模、貨物名稱和數量、合同簽署日期、制造商等內容。未提供相關銷售合同和/或其他證明材料，或所提供的上述合同和/或證明材料無法驗證項目名稱和規模、貨物名稱和數量、合同簽署日期、制造商等內容，均視為無效業績。

1)The snubber provided by the Bidder shall have at least two sales contractsin 800 KTA (and above) Ethylene Project or 1000 KTA (and above) Refining Project in recent ten years (from January 1st 2006 to December 31st 2015). Snubber quantity in every contract should be no less than 15 sets. The bidder shall provide relevant sales contract (including Technical Appendix) and/or other supporting document copies (such as end-user certification or public information, etc.). The relevant sales contract and/or other supporting documents provided by thebidder shall include but not limited to the information of project name and scale, goods name and quantity, contract date and manufacturer. If the bidder does not provide the relevant sales contract and/or other supporting documents,or the relevant sales contract and/or other supporting documents can not verify the information of project name and scale, goods name and quantity, contract date and manufacturer, the relevant sales performance shall be deemed as invalid.

3. 有興趣的合格投標人可通過以下方式獲取招標文件：2017年6月19日開始至2017年6月26日止(北京時間)，在中國海洋石油總公司網站 (http://www.cnooc.com.cn/col/col871/index.html) 的招標公告頁面購買招標文件（電子版）。招標文件每套售價為2000元人民幣或350美元，售后不退。

The interested and qualified Bidders may obtain the bidding document by following method: through CNOOC's website (http://www.cnooc.com.cn/col/col871/index.html) on the page of Invitation for bid for purchasing Bidding Document (electronic edition) starting from June 19, 2017 to June 26, 2017 (Beijing time) upon non-refundable payment of RMB 2000.00 or USD 350.00.

首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。如未在系統中購買招標文件，不可參加投標。

4.投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2017年7月11日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4層會議室。在此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to meeting room on the 4th Floor of CNOOC Tower, No.6, Dongzhimenwaixiaojie, Dongcheng District, Beijing, China at or before 9:30 am (Beijing Time) on July 11, 2017. Any bid beyond the required time and date shall be subject for rejection.

5.開標時間：2017年7月11日上午9:30（北京時間）。
